Justinian/Theodora for SURE. He had to change laws just to be with her and he would have totally fallen apart at the Nika Riots of she wasn't there to make him courageous. Also he made everyone swear allegiance to her as they would to him. He also fell apart when she died. Her death essentially marks the end of the best parts of his reign. Without her he wasn't really Justinian the Great anymore.
